Allow me to express my appreciation for the leadership role you and your government have demonstrated
Dear Prime Minister,
Kosovo is facing a number of challenges, which call for wise action on your part. At the Rome conference on the Kosovo issue, the U.S. fully supported the rights of the Kosovo Albanians and condemned the excessive use of force by the Serbian authorities. The U.S. also stressed that a peaceful solution to this crisis is crucial for regional stability, a goal for which we rely on you.
Instead of encouraging the peaceful and moderate actions of Albanian leaders in Kosovo, recent events have forced large-scale displacement, have raised serious doubts about Belgrade’s intentions, and could deepen an already very dangerous situation. The continuing conflict in Kosovo could drag the whole region into a catastrophe from which there would be no winners.
The courage of the Albanians in enduring this violence and discrimination not through force, but through perseverance and determination, is admirable. However, we are concerned that some armed groups may decide to respond to Serbian brutality in such a manner. The Serbian authorities are skillfully using the recent violent incidents as justification for repression against the Albanian community as a whole. This clearly serves their broader aim of further destabilizing the region through the escalation of this tragedy.
I have made it clear to the leaders in Tirana and Belgrade that the use of force to resolve disputes is unacceptable. Instead, we must use all available means to encourage political dialogue between the interested parties and to find a solution that preserves the rights and legitimate interests of the Albanian community in Kosovo without undermining territorial integrity or regional peace. We hope that you will continue to play an important role in stability at this important historical moment.

Speaking at the end of the meeting, Prime Minister Fatos Nano made known his main focus in the expected changes in government: correcting the coalition formula. Correcting the prime minister’s formula with the return of the resigned ministries. Also correcting the formula of governance and the administrative stimulus. On this matter, consultations will be held, at times with the parliamentary group and the coalition, as well as with the institutional forces.
